What is being planned by the Cabinet Office and Steria in the Birmingham Business Park, Solihull?

Despite David Cameron’s Davos commitment to ‘reshoring’ British jobs, the Cabinet Office has set up the “Crown Oversight Function” to “independently oversee and scrutinise privatisation”.

steria logoIt is a joint venture with Steria, a French company, here known as Shared Services Connected Ltd (SSCL) – ‘a Trusted Transformation partner’.

SSCL has ‘taken over’ back offices across the country for the DWP, DEFRA and the Environment Agency – ‘Sharing services across government’ – organising and supervising the export of jobs of civil servants who provide back-up facilities to Whitehall offices.

It is now looking at the Ministry of Justice and the Home Office. David Hencke records that jobs handling sensitive personal pay roll details and possibly criminal and police records are to be moved offshore under this joint initiative with the Cabinet Office.

Within a year, it started a closure programme of sites affecting more than 500 jobs in Sheffield, Cardiff, Newport and Leeds and is looking to relocate the work to India. Other centres such as Blackpool, York, Newcastle and Peterborough will also lose staff.

Mark Serwotka, general secretary of the PCS union, said: “It will be a major blow for local economies losing hundreds more jobs . . . The Government should act now to keep these jobs in the UK, rather than attempt to cynically exploit the inferior pay and employment conditions that workers abroad face.”
